A gunman has placed the IBAO convention in Ottawa under lockdown this morning.

Parliament Hill is in under lockdown after reports of shots being fired from inside the halls of the centre block.

According to police, at the adjacent National War Memorial, a man believed to be a soldier was shot by an unknown gunman.

CTV News' Katie Simpson was at the War Memorial in Ottawa on Wednesday morning, and witnessed passersby attending to someone who had been shot.

A number of IBAO delegates have been tweeting from their hotel rooms at the Westin Ottawa Hotel and the Ottawa Convention Centre that their buildings have been placed in lockdown, and are urging everyone to remain indoors.

MP Tony Clement tweeted that at least 30 shots were fired.

Witnesses told Simpson they saw a man with long hair carrying a rifle and heard four shots fired.

One witness told her that he saw the man with the rifle then run towards Parliament Hill. Simpson said the shooter is still on the loose and it is still an active investigation.

The shooting comes two days after a man attacked two Canadian soldiers in St-Jean-sur-Richelieu, Que. One of those soldiers died from his injuries. The suspect was shot and killed by police.
